Kōz on West 4th, a 210-unit workforce housing development in Spokane completing this summer, is the largest project to utilize Washington’s Parking to People incentive — a 2022 program that exempts developers from sales and use taxes on construction when they build on underutilized surface parking and reserve at least 50% of units for low- to moderate-income households.
